Disclosure: Transparent Reporting of International Affiliations and Support
Common Disclosure Forms
Federal agencies have updated and clarified reporting requirements for current and pending/other support and biosketches. Common disclosure forms intended for federal-wide implementation were finalized in November 2023.
The forms were developed by the Research Security Subcommittee of the National Science and Technology Council (NSTC) to reduce variance in reporting requirements across federal research funding agencies. The National Science Foundation is serving as a steward of the forms and information. A Pre- and Post-award Disclosure Table is available here. The table is intended to provide clarity and consistency on what, where, and when information must be disclosed.
NSF implemented the common forms on May 20, 2024. NIH and DoE have indicated that the forms will be implemented by May 2025, DoD, NASA, and USDA will also use the common forms. A timeline has not been indicated. NSF does, and NIH will, require use of SciENcv for form submission. Other agencies are assessing use of SciENcv. NIH and DoE will also require use of ORCiDs for form submission. NSF has currently made this optional but the policy is subject to change.
Disclosing Outside Activities
Report any outside activity, relationship, or interest with an external entity (e.g., company, organization, etc.) in M-Inform (see U-M Outside Activity Disclosure Guidance).
- Annual disclosure is required (cycle begins July 1st) and updates within 30 days of changes
- Required disclosures include, but are not limited to, foreign talent recruitment programs, international appointments and visiting scholar affiliations and any associated contracts, and travel reimbursement from foreign sources.
- When international engagements are indicated in a proposal approval form (PAF) or disclosed in M-Inform, U-M COI staff reconcile your current and pending (C&P)/other support forms with international activities reported in M-Inform and/or the PAF to facilitate full disclosure.
