Late last month, the White House Office of Management and Budget (OMB) released a proposed rule to update the Guidance for Federal Financial Assistance, commonly referred to as “Uniform Guidance,” which provides consistent guidance to federal agencies on how to administer federal funds. 

Although the proposed Uniform Guidance revisions would impose significant changes on recipients of federal funding, they do not, as some had expected, mandate a 15% indirect cost rate or facilities and administration (F&A) cost rate.

The proposed rule is open for a 45-day comment period, which will close on July 13. The Office of Government Relations, OVPR and the Office of General Counsel — with representative U-M stakeholder feedback —  are reviewing the proposal carefully and corresponding with organizations like the Association of American Universities, Association of Public and Land-Grant Universities, American Association of Medical Colleges and Council on Government Relations to determine how best to highlight any concerns that emerge. 

OMB has indicated that it is accepting only one comment per institution. Accordingly, individuals may respond to this proposal, but may not use university letterhead to do so and must clearly identify any stated views as their own.
